All states, and some cities, have whats called the initiative or petition process.
This allows people to get a public vote on a new law by writing the law that they want on a piece of paper and getting signatures on it.
Each state and city require a different amount of signatures on the petition to get the matter to a public vote, but once you have enough signatures, the matter automatically goes to a vote, noone can prevent it.
If more people vote in favor of your law than against it at voting time, the wording on your petition becomes law, its that easy.
You can find out if cities have the initiative or petition process by calling city hall for the city your thinking of and asking them. You can also go to the website for that cities city hall and look under the government section then look for articles of incorporation or by laws or ordinances. Look for initiative or petition.
Try to pick a smaller city, as a city of 20,000 people requires around 800 signatures to get your matter to a public vote, the amount of signatures you need is based on the amount of registered voters that turned out at the cities last election, but each city has their own percentage.
Also, when you go to get signatures, print out three or four different petitions, that are worded differently, so that if your first vote doesnt win, you can submit the second petition, and since its worded differently people will vote differently.
This will allow you to get two, three or four votes in one town. You can also petition in several towns, getting four votes in each town.
When you petition, I think its a good idea to print out and bring with you the three state laws that are already on the books against electronic weapons, "Michigan, Maine and Massachusetts", and you can also buy some cheap electronic weapons so people know what you are talking about.
i think saying something simple like "I'm getting signatures to get a vote on whether or not to pass a law against using electronic weapons on people, here are some electronic weapons and here are some existing laws against electronic weapons, in our area we have no coverage under current law and its legal to use these on people, can you please sign" works.
With the weapons and laws on hand, and by saying something simple like what I have above, it doesnt sound odd and your likely to get everyone to sign.
